In the case of the book of Ruth, the ultimate solution was present in the second movement, but the third movement delayed resolution with the information that Boaz was a near kinsman. He was not the nearest kinsman and would not be her kinsman redeemer without first offering the opportunity to the relative that was closest to her husband.
